Professional Biography – William P. “Bill” Waters

I am an experienced Program/Project Manager with a strong technology and marketing background, who has performed a great deal of “bottom-up” planning to get new projects off the ground.  I have set up the reporting systems for an Internet startup company (Priceline.com) and I have performed a Chief-of-Staff role for two key executives in the technology division at the Nasdaq Stock Market.  I was a key contributor in the development of Nasdaq’s Program Management Office, designing the framework of how technology and business projects should be managed, tracked and reported to senior management. I have the inherent ability to solve any type of problem that is presented to me and I have a reputation for getting things done.  

I have extensive experience in Project Management and Executive Level reporting.  My Chief-of-Staff role for a Nasdaq EVP allowed me to develop the ways and means to work for (and with) any level of management.  As you can see, below, I have a track record of ever increasing responsibility and career growth.  In fact, for most positions I have held I was the very first incumbent to hold the role within that company, so defining responsibilities and setting standards is nothing new to me.

Provided project management guidance for an organization in dire need of program management processes. Worked with senior level management in identifying specific program areas and aligning key projects within those programs.  Introduced simplified project management tracking methodologies in an effort to help the organization better track the progress of its many concurrent technical/business projects.

Project Consulting – Self-Employed and Robert Half International, Inc.
Provided desktop connectivity, project management and business streamlining to several small companies.  For RBSNB US Credit Cards, managed the exit strategy for unprofitable credit card affinity/partner programs and conversion to new RBS cards. Managed cross-functional team during periodic Change-In-Terms communications to over 1MM cardholders, notifying them of various changes to their credit card agreement, as required by law.  Worked with outside counsel in developing a new cardholder agreement that is written in lay terms in order reduce cardholder confusion.

Program Management Office – The Nasdaq Stock Market
Aided in the development of the framework for establishing Nasdaq’s Program Management Office, setting the standards, policies and processes required for effective management of new development programs.

Chief-of-Staff to CIO - The Nasdaq Stock Market
Provided high-level program reporting for Nasdaq senior management. Negotiated contract with Verizon to outfit key personnel with wireless communication. Renegotiation efforts at end of contract resulted in $100M savings over prior years.

Director, Information Services – Priceline.Com
Negotiated contracts with key vendors (Cognos, Contractors) for the purchase of corporate reporting tools and staff augmentation. Defined reporting requirements for airline partners after meetings with the individual airline executives.

Manager, Computer Operations System Administration – The Nasdaq Stock Market
Authored white paper that outlined the method to modernize Nasdaq’s data centers and implemented computer-based automation into the operation. This eliminated all human errors related to key stock market systems, improving reliability and costs savings.

Information Systems Analyst – Pitney Bowes Credit Corporation
Key liaison between Finance division and IT department to ensure system requirements were clearly defined and project schedules were executed according to plan.

Supervisor, Computer Operations – Pitney Bowes Credit Corporation
